    Jiang Xuefeng said that the construction of a science and technology innovation center requires the deep integration of technology into the industry in order to obtain a new situation of technological innovation, a new level of industrial development, and the source of power for the science and technology innovation center. But what we see so far is: on the one hand, the publication of papers has been at the forefront of the world, the talent team has been expanding, and a comprehensive scientific system has been established; on the other hand, industrial upgrading urgently needs technological empowerment, and traditional manufacturing urgently needs technological iteration. "The problem urgently needs scientific and technological research. How to build a bridge between the two systems of technology and industry?

    According to Jiang Xuefeng's analysis, industries are like forests, and enterprises are like trees. And technology is the essence of the sky of trees and the root of lush green trees. Without systematic and profound basic research, it is impossible to have the core competitiveness of industrial hard core value. Without goal-oriented scientific research, it is difficult to meet the needs of industrial development; and the so-called science that pursues excessive pragmatism will enter a narrow dead end. Such a contradiction is also another difficulty in getting through the industry-university-research cooperation. Therefore, the fusion feature orientation of scientific research projects is the key.

    He said that the integration of industry and technology brings both opportunities and challenges. It can be an insurmountable gap, or a sharp weapon that feeds back and helps each other. The key lies in what kind of mechanism and model we establish to allow entrepreneurs and scientists to stand on each other's perspectives, standpoints, and ways of thinking to jointly create the glory of Shanghai Science and Technology Innovation Center.

    Jiang Xuefeng put forward three suggestions. The first is to establish an incentive mechanism for enterprises with "scientific and innovative attributes". Just like cultivating saplings, support enterprises that have a good core of technological attributes in the early stage. Because since scientific and technological innovation is the arduous exploration hidden deep in the soil, the long-term waiting, and the accumulation of cold benches, we need to tilt, support, guide, and support our policies. After 5-10 years, there will inevitably be a group of A highly competitive enterprise with hard-core technology.

    The second is to establish an evaluation mechanism for industrial transformation of scientific research. Although not every scientific research has the possibility of industry-university-research transformation, when faced with the major needs of the country and the needs of the people, "do or not" research needs to be promoted by "additional recognition" from policies. Clarifying and strengthening this weight in talent evaluation, professional title evaluation, and project evaluation will increase the proportion of research that solves the "stuck neck" problem.

    The third is to establish a long-term communication mechanism between academics and industry. Jiang Xuefeng said that academia and industry have different value goals, different language systems, different thinking logics, and different output evaluations. It will be a huge challenge to deeply integrate such different systems. This requires the establishment of a long-term communication mechanism. In the city-level talent projects, a fixed communication platform can be established to provide fixed communication funding support, so that the industry-university-research dialogue of the Science and Technology Innovation Center can be platformized, normalized, and coordinated.
