    The Ministry of Science and Technology recently issued the "Administrative Measures for the Establishment of Science and Technology Awards by Social Forces" (referred to as the "Measures") to guide the healthy development of "Social Powers Established Science and Technology Awards" (referred to as "Social Science and Technology Awards") to improve its overall level.

    Social science and technology awards refer to the establishment of social science and technology awards by domestic and foreign organizations or individuals (that is, "award setters") using non-financial funds to reward activities in basic research, applied research, technological development, and promotion of the transformation and application of scientific and technological achievements. In recent years, with the continuous improvement of the management system of commendation activities for reaching the standards, the development of social science and technology awards is facing new situations and new requirements, and it is urgent to study the establishment of an overall regulation mechanism. Formulating and promulgating the "Measures", improving system design, and innovating management methods is not only an inevitable measure to implement the deployment and requirements of social science and technology awards in the "Regulations on National Science and Technology Awards", "Administrative Measures for Appraisal and Commendation Activities" and other documents, but also to further encourage and guide It is an inevitable requirement to regulate its healthy development.

    The "Measures" consists of six chapters and 35 articles, "mainly clarifying the basic requirements in terms of the establishment, operation, guidance services, supervision and management of social science and technology awards."

    The above-mentioned "interpretation question and answer article" stated that after the implementation of the "Measures", a social science and technology award catalog will be compiled according to the "Measures", and it will be filed with the National Appraisal and Commendation Work Coordination Group, and both parties will announce it at the same time. The social science and technology awards that have been established before the promulgation of the "Measures" shall be checked in accordance with the requirements of these Measures, and those that do not meet the requirements shall be rectified in a timely manner .

    The "Measures" encourage the establishment of social science and technology awards, guide and support the cultivation of brands.     Administrative Measures for the Establishment of Science and Technology Awards by Social Forces

    Chapter 1 General Provisions

    Article 1 In order to guide social forces to establish science and technology awards (hereinafter referred to as social science and technology awards) to regulate healthy development and improve the overall level of social science and technology awards, according to the "Law of the People's Republic of China on Science and Technology Progress", "Regulations on National Merit and Honor Commendation" and "National Science and Technology Awards" Reward Regulations and other laws and regulations to formulate these measures.

    Article 2 These measures are applicable to the establishment, operation, guidance service, supervision and management of social science and technology awards.

    Article 3 The term "social science and technology awards" in these Measures refers to organizations or individuals at home and abroad (hereinafter referred to as "award setters") using non-financial funds to set up for the society within the territory of the People's Republic of China, and rewards for basic research, applied research, technological development and Regular science and technology awards for individuals and organizations that have made outstanding contributions to promoting scientific and technological progress in activities such as promoting the transformation and application of scientific and technological achievements.

    Article 4 Under any of the following circumstances, it does not belong to the science and technology awards referred to in these Measures:

    (1) Annual assessment, performance assessment, target assessment, and responsibility system assessment;

    (2) Qualification assessments, grade assessments, technical assessments, such as exhibitions and exchanges of a business nature, talent evaluation, skill assessment, level assessment, credit assessment, technical achievement assessment, academic review, paper selection, certification and accreditation, and quality classification, as well as assessments based on various The identification and evaluation of class standards, etc.;

    (3) Selections belonging to the category of competition competition, exhibition and exhibition, and information release;

    (4) Selection targeting internal organizations and staff of the unit;

    (5) Selection for the purpose of selecting and promoting advanced models.

    Selections that only focus on science and technology management, science and technology services, books, periodicals, patents, products, audio-visual works, etc., as well as reward activities that are not directly related to science and technology, shall be managed in accordance with relevant regulations such as the "Administrative Measures for Commendation Activities for Standards in Evaluation and Evaluation".

    Article 5 Social science and technology awards should cultivate and promote socialist core values and the spirit of scientists, follow the basic principles of awarding according to law, public welfare, honesty and trustworthiness, and follow the path of specialization, specialization, branding, and internationalization.

    (1) Adhere to the evaluation orientation with the quality, performance, and contribution of scientific and technological innovation as the core, and highlight the rewards for scientists and front-line scientific and technological personnel who have truly made creative contributions;

    (2) Adhere to the academic and honorary nature, control the number of awards, improve the quality of awards, and avoid simple and direct links with related scientific and technological evaluations;

    (3) Adhering to the principle of "whoever runs the award shall be responsible", strictly abide by laws, regulations and national policies, fulfill the obligation to maintain national security, and shall not disclose state secrets, and shall not damage national security and public interests.

    Article 6 The national or transnational (border) social science and technology awards are guided, serviced, supervised and managed by the science and technology administrative department of the State Council. Well about work.

    Regional-oriented social science and technology awards are guided, served, supervised and managed by the science and technology administrative departments of the provinces, autonomous regions, and municipalities directly under the Central Government.

    The administrative department of science and technology may, according to work needs, hire relevant experts and scholars to form an advisory committee to support the supervision and management decision-making of social science and technology awards.

    Chapter II Reward Establishment

    Article 7 The state encourages domestic and foreign organizations or individuals to set up science and technology awards, supports the creation of high-level and professional awards in key disciplines and key fields, and encourages the establishment of awards for young and female scientific and technological workers, and researchers in basic and frontier fields.

    The award setter should have full capacity for civil conduct and consciously abide by national laws, regulations and relevant policies.

    Article 8 The award setter shall entrust a non-profit legal person with the ability and conditions to carry out science and technology award activities as the undertaker. If the prize setter is a domestic non-profit legal person, it can undertake it by itself. If the organizer of the award is an overseas organization or individual, it shall entrust a domestic non-profit legal person to undertake it and manage it in accordance with relevant regulations.

    The undertaking institution shall meet the following conditions:

    (1) Familiar with the development trend of disciplines and industries involved in science and technology awards;

    (2) Carrying out activities within the activity area and business scope approved by the relevant department;

    (3) Law-abiding, standardized operations, sound organizational structure, and sound internal systems, and not included in the database of seriously untrustworthy behaviors in scientific research integrity, the directory of abnormal social organization activities, or the list of seriously illegal and untrustworthy behaviors by relevant departments.

    The organizer is responsible for the daily management of the Social Science and Technology Award, the organization of the review and other matters, and shall not entrust or cooperate with a third party in any form.

    Article 9 The award setter or the undertaking organization shall promptly report in writing to the science and technology administrative department the relevant circumstances of the establishment of the science and technology award, and provide authentic and effective materials as required.

    In principle, the written report should include consultation with the industry management department or business supervisory unit for guidance and suggestions on award establishment, and include the following:

    (1) Basic information such as the purpose and necessity of the award, the name of the award, the awarder, the sponsor, the source of funds, the scope and objects of the award, and the award cycle;

    (2) Explanation of the differences from existing similar social science and technology awards.

    Article 10 The social science and technology award shall formulate an award charter, establish a correct value orientation, emphasize the academic nature and honor of the award, avoid simple and direct links with relevant scientific and technological evaluations, and clarify the following matters:

    (1) Basic information such as the purpose of the award, the name of the award, the awarder, the sponsor, the source of funds, and the award period;

    (2) The scope and objects of rewards;

    (3) Award setting, evaluation criteria, number of awards, etc.;

    (4) Organizational structure, acceptance method and review mechanism, etc.;

    (5) reward methods;

    (6) Dispute handling methods;

    (7) Revocation mechanism and penalties, etc.

    Article 11 The name of the award shall conform to the purpose of the award, adapt to the nature of the undertaking institution, be scientific, accurate, concise and meet the following requirements:

    (1) Words with "country", "China", "China", "National", "Asia", "Global", "International", "World" and similar meanings shall not be used without the approval of relevant departments. If an organization with the above words sets an award and uses the name of the organization in the name of the award, the full name shall be used;

    (2) Do not use the same or confusing names as the National Science and Technology Award, the Provincial and Ministerial Science and Technology Award, or other established social science and technology awards, or internationally renowned science and technology awards;

    (3) It must not violate public order and good customs, and must not infringe on the rights and interests of others. If it is named after the name of an organization, the name of a natural person, a trademark, or a trade name, legal authorization shall be obtained;

    (4) Winners of meritorious honors (winners of "Republic Medal", "July 1st Medal", "August 1st Medal", "Friendship Medal" and other medals, winners of national honorary titles, the Party Central Committee, the State Council, and the Central Military Commission individually or Jointly conferred honorary title winners) names should also be reported to the relevant departments for approval by the science and technology administrative department of the State Council.

    Article 12 The social science and technology award shall have a source and scale of funds commensurate with the science and technology award activities, and shall not charge any fees directly or in disguised forms in the award activities.

    The use of funds should be relatively independent and earmarked for specific purposes.

    Article 13 Social Science and Technology Awards shall be scientifically established and meet the following requirements:

    (1) For the awards undertaken by the undertaking institution in the same discipline or industry field, the overall planning and design shall be done well, with emphasis on simplification and standardization;

    (2) The sub-awards shall not exceed one level, and the boundaries between each sub-award shall be clear;

    (3) If there are reward levels, generally no more than three levels, and special prizes may be awarded to those who have made particularly significant contributions;

    (4) In accordance with the principle of less but better, strictly control the number and proportion of awards, and reasonably set the number of awards for different award levels.

    Chapter 3 Reward Run

    Article 14 The undertaking institution shall truthfully disclose the basic information such as the name of the award, the awarder, the undertaking institution, the award charter, office space and contact information through a fixed website or other public channels, and actively accept the supervision of the public and the media.

    Article 15 The undertaking organization shall establish a scientific, reasonable, standardized and effective mechanism for award acceptance, review, supervision, etc., and announce it to the public.

    Article 16 The undertaking institution shall establish and improve the science and technology confidentiality review mechanism, and ensure that confidential projects involving national defense and national security and their completers shall not be accepted for social science and technology awards through non-secret commitments and other means.

    Article 17 The undertaking institution shall adhere to the principles of openness, fairness and impartiality in rewarding activities, adhere to classified evaluation, improve peer review, follow scientific and technological ethics, and strengthen the construction of scientific research integrity and work style.

    The undertaking institution shall set up an expert committee composed of experts who are proficient in relevant disciplines or professional knowledge in the industry, have high academic standards and good scientific ethics. Evaluation experts shall carry out award evaluation work independently, without interference from any organization or individual, and shall not use award evaluation to seek illegitimate interests.

    Article 18 The social science and technology awards shall adhere to the public award system, and encourage the implementation of reward methods that combine material rewards and spiritual rewards. The consent of the intended awardee should be obtained before awarding the award.

    Article 19 The publicity of social science and technology awards should be aimed at promoting the development of disciplines or technological progress in the industry, and promoting the improvement of citizens' scientific literacy, etc., and strengthen the orientation of honor. Do not conduct false propaganda to mislead the public.

    Article 20 In case of major matters such as changing the name of the award, the awarder, the undertaking institution, the award setting, the number of awards, and the award cycle of the social science and technology award, the undertaking institution shall, in principle, consult the industry management department or the business supervisory unit for guidance and advice. After the proposal is made, report in writing to the science and technology administrative department in a timely manner, and provide relevant change materials.

    Article 21 If the Social Science and Technology Award decides to suspend the operation, the undertaking organization shall take the initiative to report in writing to the science and technology administrative department when the operation is terminated.

    Chapter IV Guidance Services

    Article 22 The science and technology administrative department provides policy guidance and consulting services for the establishment and operation of social science and technology awards, and promotes the standardized development of social science and technology awards.

    Article 23 The administrative department of science and technology encourages and supports the development of social science and technology awards with certain scientific and technological evaluation capabilities, financial strength and organizational guarantees in the direction of internationalization, and cultivates international awards with world influence.

    Article 24 The administrative department of science and technology encourages social science and technology award organizers with strong representativeness and great influence to jointly formulate and issue group standards for the establishment and operation of social science and technology awards, and guide and promote industry self-discipline.

    Article 25 The administrative department of science and technology shall, based on the written report, compile a catalog of social science and technology awards that meet the requirements of these Measures, and after filing with the National Evaluation and Commendation Work Coordination Group, publish the catalog on the unified social science and technology awards information disclosure platform.

    The social science and technology award catalog is updated in time according to the actual situation, and dynamic management is implemented.

    Article 26 The administrative departments of science and technology shall timely organize key publicity or special reports on social science and technology awards with standardized operation, great social influence, and high industry recognition, to create a good atmosphere of respect for labor, knowledge, talents, and creation.

    Chapter V Supervision and Management

    Article 27 The administrative department of science and technology strengthens supervision during and after the event through a combination of regular evaluation and timely supervision. Publicize the reporting acceptance channels, accept supervision and reporting, give play to the role of social supervision, public supervision, industry supervision, and departmental supervision, and form a supervisory force.

    Article 28 The undertaking organization shall report the development of the social science and technology award activities of the previous year to the science and technology administrative department before March 31 of each year.

    Article 29 The administrative department of science and technology shall establish and improve a scientific and reasonable third-party evaluation mechanism, entrust a third-party organization to conduct social science and technology award evaluation, and publish the evaluation results.

    Article 30 The administrative department of science and technology shall promptly investigate and deal with abnormal or even violations of laws and regulations found, and when necessary, submit to the National Appraisal and Commendation Work Coordination Group for joint punishment by the departments, and announce it to the public in an appropriate manner.

    Article 31 Under any of the following circumstances, the administrative department of science and technology shall order rectification within a time limit.

    (1) Failure to submit change reports and annual reports as required;

    (2) Failing to disclose reward information as required;

    (3) Failing to carry out reward activities in accordance with the reward regulations;

    (4) Other violations of laws and regulations, which have not yet caused adverse social impact.

    Article 32 Under any of the following circumstances, the administrative department of science and technology shall, depending on the severity of the case, remove it from the social science and technology award catalogue, notify relevant departments to investigate and deal with it in accordance with laws and regulations, etc.

    (1) Refusing to rectify in the circumstances described in Article 31 of these Measures;

    (2) False propaganda to mislead the public;

    (3) Collecting fees illegally or in a disguised form;

    (4) Other violations of laws and regulations, causing adverse social impact.

    Article 33 Reward activities established in the name of science and technology awards but that do not meet the requirements of these measures shall be severely dealt with in accordance with relevant regulations such as the "Administrative Measures for Commendation Activities for Reaching Standards".

    Chapter VI Supplementary Provisions

    Article 34 The science and technology administrative departments of provinces, autonomous regions, and municipalities directly under the Central Government may formulate management measures for social science and technology awards within their administrative regions in accordance with these measures.

    Article 35 These Measures shall come into force on the date of promulgation.

    Social science and technology awards that have been established before the promulgation of these measures shall be checked in accordance with the requirements of these measures, and those that do not meet the requirements shall be rectified in a timely manner.
