This year's National Two Sessions, a member of the National Committee of the Chinese People's Political Consultative Conference and a member of the Chinese Academy of Sciences who has always been concerned about the growth of young scientific and technological personnel. Academician Yuan Yaxiang once again called for "burden reduction" for them.

    In recent years, relevant departments have carried out a series of special actions to reduce the burden on scientific researchers, aiming to solve the outstanding problems faced by young scientific and technological personnel such as few opportunities to emerge, narrow growth channels, frequent evaluations and assessments, and heavy administrative burdens, and ensure that young scientific and technological personnel will The main energy is used in scientific research work to fully stimulate their innovative potential and vitality.

    Yuan Yaxiang said that many young scientific and technological personnel have reported that the "breaking of the five principles" seems to be getting more and more "unique", while red tape in scientific research work still exists. Nowadays, there are more types and quantities of "hats" than before. What’s worse is that when it comes to career promotion, organizing teams, and applying for projects, it is assumed that without a “hat” there will be no opportunities. These invisible pressures make more and more scientific researchers feel that they cannot hold their heads high and do scientific research without wearing a “hat”. At the same time, the process of project application and project completion is still cumbersome, and there are still many unreasonable rules and regulations in terms of format and form. Filling out project application forms often requires scientific and technological personnel to invest a lot of repetitive, low-tech work.

    In addition, many outstanding scientific and technological backbones are also heads of academic units in their units, such as department heads of universities and laboratory directors of scientific research institutes, etc., and therefore are included in the management of the administrative cadre series. This distracts them too much from non-academic matters.

    In this regard, Yuan Yaxiang suggested starting from the following aspects to effectively reduce the burden on young scientific and technological personnel.

    First, effectively reduce the type and number of "hats". Reduce the evaluation, evaluation and ranking of higher education institutions and research institutions by government departments; when conducting a small but necessary evaluation, try not to use "hats" as indicators.

    Second, improve the treatment of young scientific and technological personnel so that they do not have to use "hats" to increase their income. Decouple "hat" from salary and prevent employers from classifying people into three, six or nine grades based on "hat".

    Third, simplify the application and closing process for basic research funds. For example, due to the unpredictability of basic research projects, it is not required to provide the technical route of the project or provide a funding budget.

    Fourth, allow academic backbones who serve as mid-level cadres in universities and scientific research institutes to choose whether to pursue administrative levels. For those scientific and technological personnel who do not need to be "shouldered" at the administrative level, they will be managed as ordinary scientific and technological personnel and will not be included in cadre management.
